Price is not the only award criterion and all criteria are stated only in the procurement documents Supply of new low-floor electric buses a left-hand steering wheel and a low floor throughout its with stepless access through all passenger doors, as driven by a 100 % electric system based on battery. Overall dimensions of the e-Bus: Length, a two-axle vehicle, one section: 12,5 metres long (±0,5); Width: 2.50 m (±0,1); Height: 3.5 m(±0,3). The e-Bus is expected to provide a capacity for 80 (± 10%) passengers including at least 30 seats. The passenger compartment must be provided with: 1 seat for a passenger in a wheelchair; 1 place for a baby carriage (can be combined with a place for a wheelchair); seats for passengers with reduced mobility who are not in a wheelchair, as well as a place for a guide dog. The required completion date is no later than: 15 months from the date of the advance payment receipt by the Supplier. Tender Document is available for free and will be sent to the prospective tenderers electronically in format .pdf via Tenderer’s request. Tenderer’s request shall be issued on the letterhead of the Tenderer and obligatory contain the name of Tenderer, name of the project, name of the tender, and identification number of tender, country of origin of the tenderer, e-mail address, phone number, and name of the responsible person(s). All prospective tenderers shall ensure smooth receiving of the tender document via specified e-mail in request without any documents size restrictions for receiving. Tenders will be opened at 13:00 (local time) in the presence of the Tenderers’ representatives who choose to attend. The Tender should be in .PDF format in the form of an archived ZIP file or any other protected file format that cannot be overwritten, locked with a password (so the Contracting Authority cannot open it) and submitted in a proper manner before the deadline for submission of tenders. The Tenderer shall provide to the Contracting Authority the password to the tender in an accurate manner, by sending it via e-mail: [email eliminat] with CC to [email eliminat] no later than 2 hours after but not earlier than the deadline for submission of tenders. The tender in digital format shall be submitted before the deadline for submission of the tenders. The password to the Tender in the corresponding format shall be submitted no later than 2 hours after but not earlier than the deadline for submission of tenders. Non-provision of the password by the means, stated above, will make tender opening impossible and such tender will not be considered. Despite the submission of tenders in electronic form, the tenderers should submit the same tender proposal the printed (hard) cop by courier (Meest Express, Nova Poshta, DHL, UPS, etc.) no later than 7 calendar days after the deadline for submission of tenders. The printed (hard) copy of the tender shall be the same as the electronic version and the structure of the electronic version of tenders shall correspond to the structure of the printed (hard) copy of the tender. In case of discrepancies between the printed (hard) copy and the electronic version of the tender, the printed (hard) copy of the tender shall prevail. Additional hard copy documents that were not submitted electronically i.e. in pdf or Zip format or in any other protected file that cannot be overwritten, or blocked by a password before the tender proposal submission deadline will not be accepted and considered by the Contracting Authority. The Contracting Authority will review the tender from the tenderers after opening of the tenders, however, the Contract will not be awarded without the availability of the printed copy of the tender. The Contracting Authority shall arrange for an online tender proposal opening procedure on the date and time specified in the Tender Documentation (cl. 25.1) using ZOOM platform, Google Meet, Microsoft Teams, YouTube or any other online media available to the tenderers. The tender opening will be recorded in the Tender Opening Protocol and the recorded document shall be kept for the official use of the Contracting Authority and the Bank.
