Commissariat à l'énergie atomique et aux énergies alternatives (CEA) The targeted deuteron beam current in the LIPAc cryomodules is extremely challenging, it has never been done before. It has to be noted that CEA is, in Europe and worldwide, the only institute having designed, installed and commissioned cryomodules for high-intensity beams (LIPAC, SARAF, SPIRAL2, XFEL, ESS projects). The support of CEA will be therefore of utmost importance during beam operations to operate the SRF Linac under safer operations and ensure the general success of LIPAc. Most of the SRF Linac components have been delivered more than 5 years ago. The assembly of the SRF Linac in Rokkasho, Japan, has been delayed due to technical problems with some of them (e.g. solenoids, current leads). This assembly is now coming to its end and the SRF Linac has to be integrated within the accelerator. Integration operations are extremely delicate and require the expertise of CEA to be completed without risking damaging the system and jeopardizing the whole LIPAc project. Indeed, any misaction impacting the coupler ceramic could require very long time (>1 year) to be recovered. The expertise of CEA is also essential to safely perform the conditioning of the couplers and the first thermal cycle of the SRF Linac (cooldown and warmup). Offsite activities and services shall be performed by the Supplier in its premises. Such a right will be exercised by F4E in the event of the following circumstances: The ceiling of the framework contract is consumed before the expiration of the contract, however, the need for the services remains, due to technical unforeseen issues related to the commissioning (e.g. Vacuum leak during the cooldown). Duration of the contract = 48 months (total)+12 months for SC The European Joint Undertaking for ITER and the Development of Fusion Energy ('Fusion for Energy') The scope of the envisaged framework contract includes studies, assembly, testing, commissioning, maintenance, spare parts, operational support, and troubleshooting. The services are requested to prepare and operate the SRF Linac within the Linear IFMIF Prototype Accelerator (LIPAc), part of the IFMIF/EVEDA project. The scope covers the SRF Linac and its subsystems (cryoplant, RF system, diagnostics, control, vacuum, cooling, electrical, and compressed air systems). It also covers the diagnostics provided by CEA for other subsystems of LIPAc and beam dynamic simulation in support of the cryomodule commissioning. Dedicated specific contracts will be used to support the different steps leading to the SRF Linac operations (e.g. completion of SRF Linac integration, warm conditioning of the couplers, cooldown of the SRF Linac, etc.). Within 2 months of notice of the award decision, you may launch an action for annulment of the award decision. Requests concerning the award procedure may also be submitted to the contracting authority. Any request to and any reply from the contracting authority, or any complaint for maladministration, will have neither the purpose nor the effect of suspending the time limit for launching an action for annulment or opening a new period for launching an action for annulment. The body responsible for hearing annulment procedures is indicated in section 8.1 ORG-0002 of this contract notice.
