Die dortige Infrastruktur muss innerhalb des laufenden Jahres installiert werden. Aufgrund personeller Engpässe sowie externer Abhängigkeiten von Dritten (Partner HZD, NTT) kam es zu einem verzögerten Start der Planung und Umsetzung der konkreten Beschaffung. Wegen aktuell teils erheblich langen Lieferzeiten muss ein beschleunigtes Verfahren gewählt werden um die Umsetzung in 2026 und damit den erforderlichen Abfluss von Haushaltsmitteln nicht zu gefährden. Um den zeitlichen Druck auf die Firmen nicht unverhältnismäßig zu erhöhen und einen fairen Wettbewerb zu gewährleisten wurde die Angebotsfrist nicht auf die Mindestfrist verkürzt, sondern 3 Wochen zur Angebotsabgabe eingeräumt.
