Rechtsmittelbelehrung Das Beschaffungsverfahren wurde nach dem Bundesgesetz über das öffentliche Beschaffungswesen vom 21. Juni 2019 (BöB, SR 172.056.1) und der Verordnung über das öffentliche Beschaffungswesen vom 12. Februar 2020 (VöB, SR 172.056.11) durchgeführt. Da diese Beschaffung unter Anhang 5 Ziffer 1 Buchstabe d des BöB fällt (öffentliche Aufträge ausserhalb des Staatsvertragsbereichs), fällt sie nicht unter die Regeln des WTO-Übereinkommens über das öffentliche Beschaffungswesen (GPA; innerhalb des Staatsvertragsbereichs). Gemäss Art. 52 Abs. 5 BöB gibt es daher kein Beschwerderecht im Rahmen dieses Vergabeverfahrens. Staatssekretariat für Wirtschaft SECO Das «Swiss-Serbian Innovation Programme» ist ein vierjähriges bilaterales Programm, welches durch die beiden Ressorts der Handelsförderung und Privatsektorförderung, der wirtschaftlichen Entwicklungszusammenarbeit des SECO und mit Beiträgen der serbischen Regierung finanziert wird. Das Programm zielt darauf ab, das Innovationsökosystem Serbiens durch drei miteinander verknüpfte Komponenten zu stärken. Es baut auf bestehenden SECO-finanzierten Projekten auf, schafft Synergien und stärkt das serbische Innovationsökosystem durch neue Projekte. Die übergeordnete Koordination des Programms und die Zusammenarbeit der drei Komponenten wird durch eine Implementierungsagentur sichergestellt, welche gleichzeitig eine der drei Komponenten implementieren wird. Darüber hinaus wird das Programm mit Schweizer Akteuren und den lokalen serbischen Akteuren des Innovationsökosystems wie dem Ministerium für Wissenschaft, technologische Entwicklung und Innovation; dem Innovationsfonds; dem Wissenschafts- und Technologiepark in Belgrad sowie mit akademischen- und Privatsektororganisationen zusammenarbeiten. Falling under Annex 5 section 1 letter d of PPA (public contracts outside the scope of international treaties), this procurement does not fall under the rules of the WTO Agreement on Government Procurement (GPA; within the scope of international treaties). Place of service provision: Serbia The Swiss-Serbian Innovation Programme is a four-year bilateral programme funded by SECO’s Economic Development Cooperation, specifically by its trade promotion and private sector development units, with expected contributions from the Serbian Government. It aims to strengthen Serbia’s innovation ecosystem through three interconnected components. The programme builds on existing Swiss interventions, creates synergies and adds new projects in the innovation ecosystem. It will work with an implementing agency, which will act as a facilitator, ensure the overarching coordination of the programme, and at the same time implement one of the three components. Furthermore, the programme will collaborate with Swiss actors and local Serbian actors in the innovation ecosystem such as NITRA, the Innovation Fund, the Science and Technology Park in Belgrade, and with academic and private-sector organizations. Substantiation for award decision The proposal stood out for its strong understanding of the Serbian innovation ecosystem, a well-tailored and credible implementation approach, and a highly experienced team with relevant expertise and networks. Taken together, these elements contributed to the overall strong quality of the offer.
