The Norwegian Public Roads Administration Development invites tenderers, on behalf of Trondheim municipality, to a competition with negotiations for the following contract work: K1 Road Works Brundalsforbindelsen is an environmental package project in Trondheim municipality, regulated in area development for Øvre Rotvoll, approved by the city council 20 May 2021 (case 90/21). A complete certificate must be established before the development at Øvre Rotvoll can be given. The objective of the plan is to facilitate a good and dense residential area with meeting places, function mixing and public services. The plan opens for approx. 1,500 residences, one local centre, two nurseries and sports facilities including a district pool. The Brundal connection, blue-green structures, cultural monuments and central elements of the cultural landscape are also included in the plan. The project includes an approx. 40 m long foot and cycle bridge. It is a significant volume of concrete walls. There is a significant amount of water and sewage work that shall be carried out in this contract and Trondheim municipality ́s water and sewage norms are followed here. There is also considerable district heating work that shall be carried out and coordinated with Statkraft varmes ́s contractor. A waste suction facility shall be established for a future new development where main routes are laid in streets. There will also be significant electrical works as well as safeguarding existing cables and new installations for streets and future houses, where the work will be carried out in co-operation with Tensio. Øvre Rotvoll, Trondheim Søbstad as Quality of the contractor's organisation of the project and the key personnel ́s competence. The response to K2 can give a deduction of up to NOK 200,000 excluding VAT. NOK 20 million from the tenderer ́s tender sum when calculating the tender's tender sum. The contractors will only be paid for conditions that represent a concrete and binding excess value in relation to the contract. A tender that does not represent any excess value for the builder will not be given a deduction. Other deductions will be determined based on these extremes. K1: Tender Sum K2: Organisation and offered key personnel K3: Implementation of the assignment K4: Taking care of the outer environment and reduction of greenhouse gas emissions in the project Tenders are assessed on the basis of the award criteria and the tender sum is calculated. The tender with the lowest competition sum has given the best relationship between price and quality and it has been awarded the contract. In the calculation of the tender sum, the builder has determined a certain value of the contractor ́s response to the award criteria K2 - K4 within the specified value limits. The value of the individual criteria was deducted from the tender sum. The contractors were only honoured for conditions that represented a specific and binding excess value in relation to the contract. A tender that did not represent value for the builder was not given a deduction. Tender sum S is calculated as follows: S = K1 – K2 – K3 – K4 Contract award criteria K1; The Contractor's tender sum Trondheim kommune Statens vegvesen Trøndelag tingrett K3: Implementation of the assignment K1 Tender Sum A petition for a provisional injunction against the builder ́s decision to reject a request to participate in the competition, or not to select a contractor, must be submitted within 15 days calculated from the day after the builder sends out a notification of the rejection or selection. Award Criteria 1. The contractor ́s safeguarding of the outer environment of the project, including: -handling matter. -emissions to water and ground in the construction phase. -site clothing and dust. 2. The contractor ́s reduction of greenhouse gas emissions. The response to K4 may give a deduction of up to NOK 200,000 excluding VAT. NOK 20 million from the tenderer ́s tender sum when calculating the tender's tender sum. The contractors will only be paid for conditions that represent a concrete and binding excess value in relation to the contract. A tender that does not represent any excess value for the builder will not be given a deduction. Other deductions will be determined based on these extremes. K4: Safeguarding the outer environment and reducing greenhouse gas emissions in the project. K2 Organisation and offered key personnel. The tenderer ́s plan for implementation of the assignment, including: 1. Concrete measures that meet the developers ́ phase plans (Document 41). 2. The contractor ́s concrete measures that ensure that challenges in the project are safeguarded in a good way. 3. Measures to limit the length of the closure of the existing ramp from E6 and a new offered closure period, ref. A3.3. The point will be weighted lower than the other points. 4. Quality of the progress plan and the contractor ́s concrete measures to reduce the risk of oversite the contract sub-deadlines and the final deadline, including, among other things, sufficient bra slack. 5. The contractor ́s concrete measures for reducing risks concerning safety, health and the working environment (SHA). The response to K3 can give a deduction of up to NOK 200,000 excluding VAT. NOK 100,0 NOK 70 million from the tenderer ́s tender sum when calculating the tender's tender sum. The contractors will only be paid for conditions that represent a concrete and binding excess value in relation to the contract. A tender that does not represent any excess value for the contracting authority will not be given a deduction. Other deductions will be determined based on these extremes.
