European Union Agency for Asylum Provision of prefabricated modular units (purchase and lease) and associated services The purpose of the multiple mixed framework supplies contract(s) is to supply mobile, secure, high-quality prefabricated modular units, associated services, including maintenance, through acquisition or lease to be used for diverse needs: operational offices, accommodation structures, restroom facilities, etc. when and where needed, and enable EUAA to deliver them in an efficient and timely manner on the operational and technical support provided to the EU Member States under particular pressure. The procedure will result in the conclusion of mixed multiple framework contracts with maximum six (6) contractors. Please consult the procurement documents. For more details on the EUAA`s needs in related to this Framework contract, please refer to the procurement documents.In case of unavailability or disruptions in the functioning of the electronic means of communication provided in Section 5.1.11 in the last 5 calendar days before the time limit for receipt indicated in Section 5.1.12, the contracting authority reserves the right to extend this time limit and publish the extension at the Internet address provided in Section 5.1.11, without a preceding publication of a corrigendum to this notice. Economic operators interested in this procurement are invited to subscribe to the call for tenders at the address in Section 5.1.11 in order to get notified when new information or documents are published. FWC will have the following duration: Supplies (purchase and leasing of the prefabricated modular units): 12 months initial duration, renewable up to 48 months total duration (12 months, 3 times). Associated services: 12 months initial duration, renewable up to 60 months total duration (12 months, 4 times). Justification for longer duration for associated services: longer duration is justified by lifecycle of modular units and operational needs that may arise during this lifecycle. Therefore, the framework contract in this regard may continue for one additional year beyond the standard FWC duration of 4 years to ensure accommodation of the services related to the Units/containers in the possession of the EUAA, e.g. their potential modifications, disposal, relocation etc. As the timing and frequency of these requirements cannot be predicted with certainty, especially in view of the overall owned Units/containers, extending the availability of associated services for an additional year provides the EUAA with the necessary flexibility to respond to operational needs without interruption. It also ensures that such services continue to be performed by the contractor with the requisite technical knowledge of the Units, thereby safeguarding their integrity and functionality. Preventive and corrective maintenance services: 12 months initial duration, renewable up to 120 months (12 months, 9 times). Justification for longer duration for corrective and preventive maintenance: the nature of maintenance services justifies the duration, exceeding 4 years. The purchased Units are expected to remain operational well beyond the initial four-year framework contract duration, e.g. the Units may have potentially 10 years of envisaged lifecycle. Therefore, preventive and corrective maintenance services for purchased Units may continue for up to six additional years. Given the build-to-order nature of the Units, the contractor supplying the Units is considered as best placed to provide maintenance services and technical support throughout their lifecycle. Namely, the said contractor possesses the necessary technical knowledge, design know-how, specialised tools, and trained personnel required to maintain the Units in accordance with the manufacturer's (i.e. contractor`s) standards. It enables timely access to spare parts and technical expertise, thereby preserving the reliability, safety, and performance of the Units. This approach represents better value for money by maximising the useful life of the assets in the possession of the EUAA and avoiding the need for separate procurement procedures or the engagement of third parties who may lack the necessary technical expertise. The absence of preventive and corrective maintenance services for the installed Units would create a significant risk of equipment failure. This could adversely affect the reliability and availability of the Units, resulting not only in reputational damage to the EUAA but also in potential health and safety risks for both EUAA`s staff and users of the Units. Ensuring that prolonged maintenance services are in place is therefore essential to maintain the Units in a safe, reliable, and fully operational condition throughout their service life.
