Mainly Oslo (NO081), where the sheds shall be located at embassies and other sensitive locations. Deliveries can also be delivered to other places in the mainland Norway, stated in each call-off. The options are in Appendix 1 - Requirement specification, chapter Options and add-ons, and shall be priced separately in Appendix 2 - Price. The options include a wider shed with external width of up to 3.00 m, a larger shed with capacity for several persons and a toilet or kitchenette, water and sewage, internal UPS or battery back-up with a minimum 60 minute operation and alternative RAL colour. The options will not be evaluated when awarding. The contracting authority will decide if and when an option will be taken up. Evaluated based on the quality related E-requirements in Appendix 1 - Requirement specification, requirement 5, 9, 15, 22, 31, 35, 37 and 41. The contracting authority undertakes a total assessment of how well the offered system covers the Contracting Authority ́s needs, with particular emphasis on protection beyond the minimum requirement, transport, assembly and moving, working environment and comfort, cabling and conveyance paths, welfare functions, discrete appearance, as well as delivery organisation and service and maintenance offer. Procurement of portable ballistic duty sheds (minimum class BR6NS or equivalent) for the protection of embassies and other sensitive locations in Oslo. Politiets fellestjenester (PFT) is entering into a four year framework agreement with one (1) tenderer for the delivery and installation of duty sheds, with the accompanying training, maintenance and spare parts. The framework agreement can also be used by other Norwegian police districts. Options include a broader variant, larger shed, water and sewage, UPS or battery back-up and alternative RAL colour, as well as hourly rates for assembly work and service beyond the warranty period. The estimated need is approx. three (3) standard fully equipped sheds in the contract period. The volume is indicative and is not binding. The estimated value is NOK 5,000,000 excluding VAT. The maximum value of the framework agreement is NOK 50,000,000 excluding VAT. Award in accordance with the best conditions between price and quality, weighted with price 40 percent, environment 30 percent and quality 30 percent. The competition will be held in English. The framework agreement will be entered into by politiets fellestjenester (PFT) on behalf of Oslo Police District (OPD), which is the final user. The contract can also be used by other Norwegian police districts and other units in the police force. Call-offs will be made by PFT unless otherwise stated in the special contract terms. Security guard sheds Notification of contract award is to be sent in writing to all involved tenderers in the tender management tool. The waiting period is 10 calendar days calculated from the day after the notification has been sent, cf. the procurement regulations § 25-2. The petition for a temporary injunction shall be sent to Oslo District Court. Appeals can also be sent to the Appeals Board for public procurements (KOFA), Postboks 511 Sentrum, 5805 Bergen, within six months of the contract being signed. The contracting authority can request that it is sent within a short deadline, normally 1 to 2 business days. The tenders themselves cannot be supplemented or changed after the tender deadline. Price Quality Payment will be made within 30 calendar days after receipt of a correct invoice, cf. General contract terms point 6.3. Invoices, credit notes and reminders shall be sent electronically in EHF format. Fees or mark-ups for invoicing will not be accepted. Prices are fixed up to and including 31 December 2027 and can then be adjusted annually according to the consumer price index, cf. Special contract terms point 7. Signing the contract requires final approval and sufficient financing. Environment Climate and environmental considerations are taken care of through the award criterion Environment, which is weighted 30 percent, combined with environmental requirements in the requirement specifications. Documented greenhouse gas emissions per duty shed is assessed under the award criteria, measured in kg CO2 equivalents over the entire lifetime, cf. requirement 44 in the requirement specifications (Appendix 1). Lower documented emissions will be assessed positively. The requirement specification also sets requirements for energy efficient heating and cooling, good insulation and a design lifetime of minimum 15 years for continuous outdoor use, which reduces energy use and material consumption over the product ́s lifetime. Evaluated based on requirement 44 in Appendix 1 - Requirement specification, climate gas emissions in kg CO2 equivalents over the lifetime of the stall. Lower documented emissions will be assessed positively. The quality and verifiability of underlying methodology, prerequisites and data will be emphasised. Evaluated based on the prices stated in Appendix 2 - Price. The contract is a framework agreement with one tenderer, without re-opening the competition. Delivery will only be made on the basis of written call-offs. The maximum delivery time is 12 weeks from call-offs. For delays, a day fine of 0.5 percent of the part of the call-off will be incurred, limited to 60 calendar days. The contract includes terms on wages and working conditions, the use of apprentices, human rights and the environment. The Contracting Authority can terminate the agreement with six months written notice.
