N/A Fulfilment of the evaluation requirements in the requirement specifications will be assessed here. The contracting authority ́s professionals will assess the offered equipment based on information given in the tender offer and any testing. Points will be given on a scale from 1 to 10, with 10 being the best. The tender that is assessed best for this criterion will achieve 10 points (relative adjustment). The evaluation requirements are shortened to E1, E2 or E3 in the column for requirement. The abbreviations indicate which weight the evaluation requirement will have in the evaluation of the tenders. They are given in prioritised order, where the evaluation requirements labelled "E1" are weighted highest, but the evaluation requirement labelled "E3" will have the lowest weight. If an evaluation of the tenderer ́s fulfilment of the requirement will have a score of 2 or less for the quality of the award criteria, the contracting authority reserves the right to reject the tender. Laptop, battery operated pain pumps shall be offered for use in hospitals, at home and at institutions; for infusion epiduralt, subcutaneous, intravenous, spinal, peripheral bloodcade and with the possibility for patient controlled analgesics (PCA). The intended use is mainly patient controlled and clinician-controlled pain treatment, with medicines in the groups analgesics, antibiotics and sedatives. The pumps must be able to be used for continuous infusion as well as deliver bolus infusions and be well suited for use in mobilised patients, inside and outside hospitals/institutions (both at hospitals and for home care). Equipment dependent consumables shall also be offered, i.e. consumables that are absolutely necessary for the equipment to function and which cannot be purchased from other suppliers. We would like an option for a service agreement and a service course for the offered equipment. The procurement shall replace outgoing contracts that are currently in use by the health authorities. Many pumps have been procured on the current agreements, and equipment dependent consumables will follow these pumps until they are taken out of use. Any new contract supplier will not be able to count on the sale of consumables for the existing fleet of pain pumps. If the existing supplier wins the competition with the same type of equipment and the same consumables, the new framework agreement for consumables will replace the old one. Table 1 shows an overview of the number of pumps purchased at the health authorities in the period 2022 - 2025 (3,75 years), based on the reported figures to Sykehusinnkjøp HF. (see the competition terms for the table)The pump park will be replaced continuously due to breakdowns and age. There is currently no plan for replacing fleets in some of the health trusts. The current equipment at the Health Authorities can still be operated, therefore the extent of this procurement is given as an estimate and is not binding for the future contract volume. Helse Sør-Øst, Helse Nord and Helse Midt-Norway have entered into a framework agreement for portable pain pumps for continuous medicine infusion for use by the Health Authorities. A framework agreement has also been signed for equipment dependent consumables for the pain pumps. Contract award: Pain pumps for the health authorities in Health South-East, Health North and Health Mid-Norway The tender will be evaluated in accordance with Annex 1 price form. The minimum requirements listed in Annex 2 requirement specifications shall be included in the price and not priced as an option. This also applies to equipment that is necessary for the described equipment to function as intended. Expenses shall not be added to the customer beyond what is specified in the price form. Price will be evaluated according to the relative method. The tender with the lowest life cycle cost will be given a point score of ten. The grades for the other tenders are calculated according to the following formula: (Total best tenders)/(Total tender X)*10=Final character tender X The equipment ́s life cycle costs are calculated for a period of ten years, including equipment, consumables, training, expensive parts and service agreements etc. Annex 1 Price Form has the warranty period field filled in with the minimum warranty time requirements. Tenderers must change this if a longer guarantee period is offered than the minimum requirement. In Annex 1 Price Form, the articles have given weighting that will form the basis of the evaluation of the award criteria.
