This applies to both the current framework programme - Horizon Europe and the next framework programme, which shall start in 2028. Participation will take place in the form of projects that receive financial support from the EU. The projects must follow the terms given in the EU guidelines for the different project types. This includes financial guidelines. At the same time, we must ensure compliance with the guidelines that generally apply for NTNU. The financial monitoring of the projects involves responsibility for following up the finances in the project life cycle, from application to completed project. NTNU has its own routines and templates for financial reporting to the EU and internal status reports. For applications and projects that have several partners and coordinated by NTNU, follow-up also involves follow-up of partners' budgeting and reporting. Clear and understandable communication towards internal and external target groups is significant in all project phases. NTNU has its own personnel (project economists) who carry out these assignments, but NTNU will need to supplement with external resources. The need can vary over time. The offered resources must be able to handle a portfolio of applications and projects. The portfolio will usually belong to one or several organisational entities at NTNU. Other more limited assignments may also be relevant. See Annex 1, the contracting authority ́s requirement specifications, for further information on which services/work assignments the framework agreement covers. A team of 6 named resources shall be offered. The team shall consist of 5 consultants and 1 senior consultant. The total competence of the offered team will be evaluated in accordance with the minimum requirements, cf. Annex 1, requirement 2. It counts positively about the resources: • Can document experience from the implementation phase for several projects financed by the EU's framework programme. • have experience as responsible for projects where the institution had the role of coordinator. • have submitted a CFS (Certificate on the Financial Statement) that has been approved. • have been responsible for following-up finances for EU audits of a project. Documentation: The attached CV template (annex 2) shall be used. • Tenderers shall deliver a total of 6 CVs with the requested information on each offered resource. • Each CV can be up to 2 A4 pages, font size at least 10. • A maximum of 3 relevant reference projects can be described. If the tenderer describes more than three reference projects, only the first three will be evaluated. Reference projects means one individual project. The reference projects ought to include information on the following: • A brief description of the type of project, the aim of the project and a description of why the project is considered relevant. • The resource ́s role in the project and what concrete assignments have been carried out/what has been delivered and any goal achievement.
