Self-propelled road sweeping machine with interchangeable equipment within the framework of the project “Sustainable Weather Emergency Management” (SWEM, Grant Contract No. ROUA00430), financed by the European Union under the Interreg NEXT Romania–Ukraine Programme 2021–2027. Tenderers may appeal the procurement procedure in accordance with Article 18 of the Law of Ukraine “On Public Procurement” and Resolution of the Cabinet of Ministers of Ukraine No. 1178 of 12 October 2022. Appeals shall be submitted in electronic form through the Electronic Procurement System (Prozorro). Appeals regarding tender documentation may be submitted from the publication of the notice until no later than 3 days before the submission deadline. Appeals regarding decisions, actions or omissions of the contracting authority may be submitted within the time limits established by law, depending on the stage of the procedure. The review period by the appeal body is 7 working days (may be extended up to 12 working days). Submission of an appeal suspends the procurement procedure in accordance with applicable legislation. The contract will be awarded on the basis of the lowest price. The equipment shall be capable of performing the following operations: mechanical sweeping of streets, parks and paved areas (asphalt, concrete, stone surfaces) with simultaneous suction of dust and debris into the hopper; dust suppression by water spraying at the brushes; high-pressure washing of surfaces; collection of litter, leaves and waste using a manual suction device; cleaning of urban infrastructure elements (traffic signs, bus stops, monuments, traffic lights) using a high-pressure water system; transportation and automated unloading of collected waste; snow removal using a plough; spreading of antiicing materials; simultaneous snow clearing and spreading operations. The procurement is implemented within the framework of the project “Sustainable Weather Emergency Management” (SWEM, Grant Contract No. ROUA00430), financed by the European Union under the Interreg NEXT Romania–Ukraine Programme 2021–2027.
