Tenderers shall provide a binding description of: • How they ensure that the landowner gets involved. • How they ensure an care plan that is adapted and easily applicable to the landowner. • How they ensure that targets in the management plan are measurable. • How care is adapted to local conditions and use (burning, pastures, turned, outdoor activities etc.). The tenderer ́s response shall be a total of maximum 750 words. The tenderer uses their own template. Competence and experience Stiftelsen Norsk institutt for naturforskning (NINA) Framework agreements for the preparation of care plans and the professional basis for terrestrial nature (1) The sub-contract is for the preparation and revision of care plans for terrestrial nature types in Oslo, Akershus, Østfold and Buskerud as well as Vestfold and Telemark. Statsforvalterens fellestjenester (STAF) Justification for utilising the exclusionary provision in the Public Procurement Regulations § 7-9 (5) NOTE: Estimated values of NOK 4 million and maximum values of NOK 7 million per lot have been added. Due to the fact that these figures must be filled in in the notice form, but these figures are not meant to be any limitation beyond the tender documentation ́s values: The estimated total value for all sub-contracts is between NOK 30 and NOK 50 million and the maximum value is NOK 70 million. Ability to deliver The contract will be valid for 2 years from when the framework agreement is signed by both parties, with a unilateral option for the contracting authority to extend the contract for a further 1+1 year. The framework agreement will be automatically renewed, unless the Contracting Authority gives written notification of termination at the latest three months before the current agreement period expires. The sub-contract is for the preparation and revision of care plans for terrestrial nature types in Nordland as well as Troms and Finnmark. Miljøfaglig Utredning AS Hourly rates 4A Mid- Care Plans (1) (1) 5A North - Care Plans (1) (1) The sub-contract is for mapping and preparing the professional basis/professional reports/preservation targets for protected areas, species and types of nature in Agder and Rogaland. 4B Mid - Professional Basis (1) (1) The sub-contract is for mapping and preparing the professional basis/professional reports/preservation targets for protected areas, species and types of nature in Innlandet and Trøndelag. Completed price item for an hourly rate for senior adviser in Annex F-3 - Annex 2a Evaluation Documentation, Care Plans. The hourly rate for the junior consultant for all tenderers will be 75% of the submitted hourly rate for senior adviser. 3B West - Trade basis (1) (1) The sub-contract is for the preparation and revision of care plans for terrestrial nature types in Innlandet and Trøndelag. The sub-contract is for mapping and preparing the professional basis/professional reports/preservation targets for protected areas, species and types of nature in Oslo, Akershus, Østfold and Buskerud as well as Vestfold and Telemark. The procurement will be made in accordance with the Public Procurement Act dated 17 June 2016 no. 73 (LOA) and the public procurement regulations dated 12 August 2016 no. 974 (FOA) parts I and part III. The contract will be awarded in accordance with the open tender contest procedure. All interested tenderers can submit tenders in an open tender contest. Negotiations are not allowed. The government managers have, as the management authority for protected areas and threatened nature, a need for professional reports on occurrences of species and types of nature and conditions that affect them. Government managers also have a need for the preparation and revision of care plans for terrestrial nature types, in line with established templates and standards. The assignments ́s size will vary a lot, from simple care plans, to comprehensive reports. The procurement is divided into the following two disciplines: A. Care Plans: Preparation and revision of care plans for terrestrial nature types, in accordance with established templates and standards. B. Professional basis: Mapping and preparation of professional basis/professional reports/preservation targets for protected areas, species and nature types, including the red-list. Each discipline is further divided into the following geographical areas: 1. South: Agder + Rogaland 2. East: Oslo, Akershus, Østfold and Buskerud + Vestfold and Telemark 3. West: Vestland + Møre og Romsdal 4. Mid: Inland + Trøndelag 5. North: Nordland + Troms and Finnmark Tenderers can choose to submit tenders for one or both disciplines and one or several of the geographical areas. The procurement is divided into a total of ten sub-contracts. The contracting authorities under the framework agreements are the Government Manager's joint services (STAF) and the Government Managers. All national parks and protected areas can also enter into the agreement at any time. Such national park and protected areas are/can be governed by the Ministry of Climate and Environment. See the overview of the contracting authorities in Annex F-1 Framework Agreement. The framework agreements ́ total estimated value is NOK 30-50 million excluding VAT. The value is only an estimate based on grants in recent years and is without obligations for the contracting authority ́s future procurements. There is great uncertainty connected to the value of the contract as there are large variations in the sizes of the annual awards government managers receive for this work. Ecofact AS 2A East - Care Plans (1) (1) The sub-contract is for the preparation and revision of care plans for terrestrial nature types in Vestland as well as Møre og Romsdal. Asplan Viak AS NIBIO - Norsk Institutt for bioøkonomi 2B East - Trade basis (1) (1) The sub-contract is for mapping and preparing the professional basis/professional reports/preservation targets for protected areas, species and types of nature in Nordland, as well as Troms and Finnmark. 1B South - Trade basis (1) (1) The procurement is for consultancy and consultancy services in the form of assistance with the preparation of care plans and the professional basis for terrestrial nature. The procurement is assessed immaterial climate footprint and environmental impact, cf. the Public Procurement Regulations § 7-9 (5). The procurement is for consultancy services with elements of field work, including surveys and mapping in nature. The field work is a necessary and professional central part of the assignment, but it nevertheless appears as a support element for the main contract performance, which is the consultants ́ professional analyses, assessments and preparation of knowledge basis and reports. In line with examples from DFØ, where clean consultancy and consultancy services are typically seen to have a low climate footprint, the contracting authority considers that it is the office-based production that weights the delivery. The climate footprint is therefore mainly for ordinary work efforts, which, in isolation, are not seen to be significant in the context of procurement. However, the contracting authority has had doubts in the assessment, as the procurement also includes field work with accompanying travel activities. This activity can lead to a certain climate footprint. However, after a combined assessment, the extent of the field work is considered to be limited, both in duration and cost, compared with the total consultancy effort. The climate footprint for travel and field work is therefore not assessed to be of such size that it changes the nature of the procurement as a service with a total immaterial climate footprint and environmental impact. Furthermore, at the time of publication, it is not possible to determine where and in what extent the field work and accompanying travel activities will take place. This means that it is not possible to identify relevant and accurate environmental requirements or award criteria. The assignment can involve the use of different transport forms and vehicles depending on geographical conditions and concrete needs, which will only be clarified after the contract has been signed. Based on this, it is considered unsuitable to set concrete environmental requirements or to weight climate and environmental considerations in the evaluation. Any requirements or obligations at the time of the tender will be verifiable to a small degree, and can lead to a disproportionate risk that tenderers must take on obligations they have no real basis for fulfilling. This may in turn be restrictive to the competition. The contracting authority has, after an overall assessment, concluded that the procurement has, in its nature, an immaterial climate footprint and environmental impact. The exclusion provisions in the Public Procurement Regulations § 7-9 (5) will therefore be used. The contracting authority is, thus, exempted from the main rule in PPR § 7-9 (2) on weighting climate and environmental considerations with a minimum of 30% in this procurement. Although the contracting authority considers that there is not an obligation to emphasise climate and environmental considerations by a minimum of 30%, the contracting authority would still like to reduce the climate footprint and environmental impact that travel in the contract work entails. Consequently there is a limit on the number of hours of travel time that is covered per assignment as well as incitement for tenderers to suggest more environmentally friendly travel methods which, according to special agreement, can give the tenderer the option to invoice travel time beyond 10 hours per consultant per assignment. Agder Tingrett The sub-contract is for mapping and preparing the professional basis/professional reports/preservation targets for protected areas, species and types of nature in Vestland, as well as Møre and Romsdal. Tenderers shall fill in the matrix in annex F-4 - Annex 2b Evaluation Documentation, Subject documentation with an overview of the persons they can use under the framework agreement, as well as the experience of the individual resources (measured in number of years) with the named species and nature types. Naturrestaurering AS 3A West - Care Plans (1) (1) Dokkadeltaet Nasjonale Våtmarkssenter AS 5B North - Trade basis (1) (1) The contract is for all Norway, but it is divided into the following five areas: 1. South: Agder + Rogaland 2. East: Oslo, Akershus, Østfold and Buskerud + Vestfold and Telemark 3. West: Vestland + Møre og Romsdal 4. Mid: Inland + Trøndelag 5. North: Nordland + Troms and Finnmark Assignment comprehension 1A South - Care Plans (1) The sub-contract is for the preparation and revision of care plans for terrestrial nature types in Agder and Rogaland. Tenderers shall document competence and experience for the offered key teams of up to four senior advisers, see requirement no. 22 in annex F-2 - annex 1a Assignment Description and service requirements. Competence and experience shall be documented in the following ways: 1) The number of years of relevant experience with a short description of the experience. 2) The number of prepared care plans in the last five years with a short description of the type of prepared plans. 3) The number of prepared care plans for upkeeping species and foreign species. 4) The number of prepared care plans for upkeeping nature types. 5) Short description of experience with similar public assignments with a transferable value to the existing framework agreement.
