Norvegia – Servicii de software – 2026/7655 Framework agreement for the purchase of licences and licence management

The framework agreement ́s delivery areas are: Procurement/renewals, as well as continual support and maintenance, of existing and new software licences. New procurements and replacements of software licences License management and consultancy services. This includes ordering licences at the manufacturer/supplier, administration, ordering, invoicing licence agreements and call-offs. Reporting and notification well before the maintenance contracts expire. Assistance with audits and negotiations with the existing and new software supplier Digdir shall enter into a framework agreement with one tenderer. The objective of the framework agreement is to cover the Contracting Authority ́s need for purchase, renewals, support and maintenance of software licences, licence management and consulting. The aim of the agreement is to achieve competitive terms, establish good routines for ordering and invoicing. The framework agreement shall ensure that Digdir can procure the necessary software licences and the accompanying services for current and future needs. See SSA-R Annex 1 for further information on the scope of the framework agreement. The tenderer is registered in a company register or a trade register in the member state in which the tenderer is established. As described in annex XI of directive 2014/24/EU; suppliers from certain member states may have to fulfil other requirements in the mentioned annex. Minimum qualification requirements The tenderer shall be a legally established company. Norwegian companies shall enclose a company registration certificate. Foreign companies: Verification that the company is registered in a trade register, company register, professional register or a commerce register as prescribed by the law of the country where the tenderer is established. We will evaluate the total sum (total for table 1-3) from the completed Price Form. See the Price Form attached under the tab "Dokumenter" ("Documents"). The price form contains three tables that suppliers shall fill in with prices and price information. The total sum does not involve a purchasing obligation for the contracting authority, but will be used to compare the price offers from the tenderers. See annex 5 for further information on price terms. If there are inconsistency with the total sum added to the Mercell and the total sums from the price table, Digdir will use the price form as correct. Oslo district court FOA Part III The Customer may exercise an option for Software Asset Management (SAM). The Customer does not currently have a dedicated tool for license management (SAM tool). The Customer therefore wishes to have the option to expand the license management service by implementing such a tool during the contract period, should this prove appropriate. The option shall also include advisory services related to the solution.
