Lernende im Betrieb
Erfahrung im Umgang mit historischen Akten Verständnis der Aktenführung in der öffentlichen Verwaltung Fähigkeit zur Aussortierung nicht relevanter Handakten Erfahrung mit vergleichbaren Projekten Der Anbieterin stellt ihre nominierten Mitarbeitenden vor. Die Vorstellung enthält mindestens folgende Angaben: - Name und Vorname - Aktuelle Rolle des Mitarbeiters / der Mitarbeiterin - Kurzbeschrieb der Projekteinsätze der letzten 3 Jahre - Kompetenz der Projektleitung, Stellvertretung und des Projektteams - Deklaration der Deutschkenntnisse der nominierten Person in Wort und Schrift Die Bewertung der vorgesehenen Schlüsselpersonen (max 3) erfolgt qualitativ nach den oben genannten Kriterien, wobei jeweils 1, 2 oder 3 Punkte vergeben werden. Das AWEL ist für den Vollzug verschiedener Aspekte des Umweltrechts im Kanton Zürich zuständig (www.awel.zh.ch). Im Rahmen dieser Tätigkeit führt das AWEL Geschäftsfalldossiers, die sich während Jahrzehnten in der laufenden Ablage befinden können. Durch die Umstellung auf die digitale Dossierführung liegen diese Dossiers nun in hybrider Form vor. Als Vorbereitung auf das vorliegende Vorhaben hat das AWEL ein umfassendes Inventar aller physischen Ablagen erstellt. Dieses umfasst über 800 Aktenpositionen mit einem Umfang von 2900 Laufmetern, die sich auf 18 Räume an 3 Standorten (alle in Zürich) verteilen. Die Akten wurden kategorisiert und nicht mehr benötigte Akten dem Staatsarchiv ZH abgeliefert oder vernichtet. Die jetzt noch vorhandenen Bestände (rund 1500 Laufmeter) befinden sich überwiegend in einem geordneten Zustand (s.u.) und gehören zur laufenden Ablage des AWEL. Da diese Akten teilweise noch während Jahrzehnten benötigt werden, sollen sie wo sinnvoll gescannt werden. Akten: Die Akten bestehen aus physischen Dossiers in Hängeregistern, Archivschachteln und Papiermappen. Sie enthalten Einzeldokumente, geheftete Dokumente, gebundene Dokumente, verklebte Dokumente, Pläne unterschiedlicher Formate (auch grosse), Notizzettel, Entwürfe und Visumskopien, Kopien und Durchschläge. Sie stammen aus einem Zeitraum von ca. 1900 bis 2020, mit einem Fokus auf den Zeitraum von 1990 bis 2010. Speziell die älteren Unterlagen (Pläne, Durchschläge etc.) können empfindlich sein (sehr dünnes oder brüchiges Papier), alte Dokumente sind allenfalls vergilbt, alte Kopien teilweise verschmiert und nicht mehr einfach lesbar. Im Allgemeinen befinden sich die Akten aber in einem guten, strukturierten Zustand, einzelne Dossiers müssen aufgeräumt / geordnet werden, um die einzelnen Verfahren sauber abbilden zu können. Es sind keine Wasser- oder Brandschäden oder Schädlingsbefall bekannt. Die meisten Dokumente liegen im A4 (oder etwas kleiner vor), das Verhältnis von Textdokumenten zu Bild-/Plandokumenten beträgt 80% : 20% (+/-10%, auch abhängig von der Aktenposition). Die Ablage in den Dossiers erfolgte grundsätzlich chronologisch. Das AWEL stellt Fachspezialisten zur Verfügung, welche die Auftragnehmerin in die Logik der zu bearbeitenden Aktenpositionen einarbeitet und für Rückfragen zur Verfügung stehen. Logistik: Die zu scannenden Akten werden vom AWEL selektiert und in Umzugskisten bereitgestellt. Das AWEL übernimmt die Zustellung der Akten zur Anbieterin in einem Umkreis von maximal 50 km um den Standort Walcheplatz, Zürich. Transporte über diesen Radius hinaus sind von der Anbieterin auszuweisen und als Teil des Angebots zu offerieren. Es ist von mehreren Transport-Tranchen auszugehen, da es nicht möglich ist, sämtliche Akten in einem Arbeitsschritt bereitzustellen. Es kann mit einer Lieferung pro 150 Laufmeter Akten gerechnet werden. Transportkosten sind in der Offerte separat auszuweisen. Arbeitsschritte: 1. Entfernung nicht relevanter Notizzettel (eigene Einschätzung der Anbieterin) und Kopien (meist mit Stempel markiert) 2. Öffnen aller Heftungen, Klebungen, Bindungen etc. 3. Scannen (Anforderungen siehe unten) 4. Ablage in strukturierter Form (siehe unten) 5. Übergabe in elektronischer Form als Transfer oder via Datenträger Anforderungen an den Scan: Dokumente als PDF/A-2 oder PDF/A-3 (inkl. Fotos und Bildern, die Teil der Dokumente sind), mind. 200 dpi, farbig, 24 Bit Farbtiefe, OCR nach Absprache. Dokumente mit schlechter Lesbarkeit in höherer Auflösung. Pläne und reine Bildscans im tiff, optional png-Format, mind 300 dpi, farbig, 24 Bit Farbtiefe Die technischen Details können nach Auftragserteilung gemeinsam mit der Auftraggeberin noch optimiert werden. Ablage / Dateimanagement: Akten sind in der Regel mit Papier- oder Kartonmappen zusammengefasst (Aktenthek), es wird zwischen Sach- und Vorgangsakten unterschieden (mehrere Vorgangsakten bilden eine Sachakte). Manchmal liegen nur Vorgangsakten vor. Die gescannten Dokumente sind pro Vorgangsakte in einem Ordner abzulegen, für die entsprechende Sachakte ist ebenfalls ein Ordner zu bilden. Es kann zwischen 3 Arten von Aktenbeständen unterschieden werden: * Bestände mit hohen Anforderungen an die Ablage: es muss pro Dokument eine Datei erstellt werden. Diese Bestände umfassen maximal 100 Laufmeter * Bestände mit mittleren Anforderungen an die Ablage: Verfügungen (erkennbar an gewissen Elementen, Schulung erfolgt durch das AWEL) und Pläne werden als einzelne Dateien gescannt, der Rest des jeweiligen Dossiers als einzelne Datei «Beilagen». Diese Bestände umfassen maximal 400 Laufmeter * Bestände mit geringen Anforderungen an die Ablage: alle Dokumente einer Vorgangsakte können in einer einzigen Datei zusammengefasst werden. Entfernung von Kopien nicht notwendig. Diese Bestände umfassen maximal 400 Laufmeter Entsorgung: Nach der Übergabe der digitalisierten Akten und der entsprechenden Freigabe des AWEL sind sämtliche Akten zu vernichten. Die Vernichtung hat den Anforderungen an vertrauliche Akten zu genügen (keine Zwischenlagerung, kein Recycling). Die Entsorgung ist als separater Posten zu offerieren, die Belege der Entsorgung sind dem AWEL vor der letzten Abrechnung einzureichen. Abrufen der Leistungen durch das AWEL Das AWEL legt Zeitpunkt und Umfang konkreter Arbeitspakete in Absprache mit der Auftragnehmerin fest. Das Angebot ist für den maximalen Umfang der Bestände gemäss Liste oben einzureichen. Es besteht jedoch kein Anspruch auf diese maximale Menge, da der Bedarf und die effektiv zu digitalisierende Aktenmenge pro Bestand nicht abschliessend bestimmt sind.

The remaining holdings (approximately 1,500 linear meters) are largely in an organized state (see below) and belong to AWEL’s active filing system. As some of these records will still be needed for decades, they are to be scanned where appropriate. Records: The records consist of physical dossiers stored in hanging files, archive boxes, and paper folders. They include individual documents, stapled documents, bound documents, glued documents, plans of various formats (including large ones), notes, drafts and visa copies, copies, and carbon copies. They originate from a period between approximately 1900 and 2020, with a focus on the years 1990 to 2010. Older documents in particular (plans, carbon copies, etc.) may be sensitive (very thin or brittle paper); old documents may be yellowed, and older copies may be smudged and no longer easily legible. In general, however, the records are in good, structured condition. Some individual dossiers must be tidied up / organized to accurately reflect individual procedures. There is no known water or fire damage or pest infestation. Most documents are in A4 format (or slightly smaller); the ratio of text documents to image/plan documents is approximately 80% to 20% (+/-10%, depending on the file position). Filing within the dossiers was generally carried out in chronological order. AWEL will provide subject-matter specialists who will familiarize the contractor with the logic of the file positions to be processed and will be available for questions. Logistics: The records to be scanned will be selected by AWEL and prepared in moving boxes. AWEL will handle delivery of the records to the contractor within a radius of up to 50 km from the Walcheplatz site in Zurich. Transport beyond this radius must be specified by the contractor and offered as part of the proposal. Multiple transport batches are to be expected, as it is not possible to provide all records in a single step. It can be assumed that one delivery will be made per 150 linear meters of records. Transport costs must be listed separately in the proposal. Work steps: * Removal of irrelevant notes (at the contractor’s discretion) and copies (usually marked with a stamp) * Opening of all staples, adhesives, bindings, etc. * Scanning (requirements see below) * Filing in a structured manner (see below) * Delivery in electronic form as a transfer or via data carrier Scanning requirements: Documents as PDF/A-2 or PDF/A-3 (including photos and images that are part of the documents), minimum 200 dpi, color, 24-bit color depth, OCR as agreed. Documents with poor legibility must be scanned at higher resolution. Plans and pure image scans in TIFF, optionally PNG format, minimum 300 dpi, color, 24-bit color depth. Filing / File management: Records are generally grouped in paper or cardboard folders (file sets); a distinction is made between subject files and transaction files (several transaction files form a subject file). In some cases, only transaction files are available. The scanned documents are to be stored in one folder per transaction file; a corresponding folder must also be created for each subject file. Three types of record holdings can be distinguished: * Holdings with high filing requirements: one file must be created per document. These holdings comprise a maximum of 100 linear meters. * Holdings with medium filing requirements: decisions (identifiable by certain elements; training will be provided by AWEL) and plans are scanned as individual files, while the rest of the respective dossier is scanned as a single file labeled “Annexes.” These holdings comprise a maximum of 400 linear meters. * Holdings with low filing requirements: all documents of a transaction file can be combined into a single file. Removal of copies is not necessary. These holdings comprise a maximum of 400 linear meters. Disposal: After delivery of the digitized records and the corresponding approval by AWEL, all records must be destroyed. Destruction must comply with the requirements for confidential records (no interim storage, no recycling). Disposal must be offered as a separate item, and proof of disposal must be submitted to AWEL prior to final invoicing. Call-off of services by AWEL: AWEL will determine the timing and scope of specific work packages in consultation with the contractor. The offer must be submitted for the maximum volume of holdings according to the list above. However, there is no entitlement to this maximum quantity, as the demand and the actual volume of records to be digitized per holding have not been definitively determined.

Disposal: After delivery of the digitized records and the corresponding approval by AWEL, all records must be destroyed. Destruction must comply with the requirements for confidential records (no interim storage, no recycling). Disposal must be offered as a separate item, and proof of disposal must be submitted to AWEL prior to final invoicing. Call-off of services by AWEL: AWEL will determine the timing and scope of specific work packages in consultation with the contractor. The offer must be submitted for the maximum volume of holdings according to the list above. However, there is no entitlement to this maximum quantity, as the demand and the actual volume of records to be digitized per holding have not been definitively determined.

The AWEL is responsible for the enforcement of various aspects of environmental law in the Canton of Zurich (www.awel.zh.ch <http://www.awel.zh.ch>). As part of this activity, AWEL maintains case files that may remain in active filing systems for decades. Due to the transition to digital file management, these dossiers are now available in hybrid form. As preparation for the present project, AWEL has created a comprehensive inventory of all physical records. This inventory includes over 800 file positions with a total volume of 2,900 linear meters, distributed across 18 rooms at 3 locations (all in Zurich). The records have been categorized, and those no longer required have been transferred to the State Archives of Zurich or destroyed. The remaining holdings (approximately 1,500 linear meters) are largely in an organized state (see below) and belong to AWEL’s active filing system. As some of these records will still be needed for decades, they are to be scanned where appropriate. Records: The records consist of physical dossiers stored in hanging files, archive boxes, and paper folders. They include individual documents, stapled documents, bound documents, glued documents, plans of various formats (including large ones), notes, drafts and visa copies, copies, and carbon copies. They originate from a period between approximately 1900 and 2020, with a focus on the years 1990 to 2010. Older documents in particular (plans, carbon copies, etc.) may be sensitive (very thin or brittle paper); old documents may be yellowed, and older copies may be smudged and no longer easily legible. In general, however, the records are in good, structured condition. Some individual dossiers must be tidied up / organized to accurately reflect individual procedures. There is no known water or fire damage or pest infestation. Most documents are in A4 format (or slightly smaller); the ratio of text documents to image/plan documents is approximately 80% to 20% (+/-10%, depending on the file position). Filing within the dossiers was generally carried out in chronological order. AWEL will provide subject-matter specialists who will familiarize the contractor with the logic of the file positions to be processed and will be available for questions. Logistics: The records to be scanned will be selected by AWEL and prepared in moving boxes. AWEL will handle delivery of the records to the contractor within a radius of up to 50 km from the Walcheplatz site in Zurich. Transport beyond this radius must be specified by the contractor and offered as part of the proposal. Multiple transport batches are to be expected, as it is not possible to provide all records in a single step. It can be assumed that one delivery will be made per 150 linear meters of records. Transport costs must be listed separately in the proposal. Work steps: * Removal of irrelevant notes (at the contractor’s discretion) and copies (usually marked with a stamp) * Opening of all staples, adhesives, bindings, etc. * Scanning (requirements see below) * Filing in a structured manner (see below) * Delivery in electronic form as a transfer or via data carrier Scanning requirements: Documents as PDF/A-2 or PDF/A-3 (including photos and images that are part of the documents), minimum 200 dpi, color, 24-bit color depth, OCR as agreed.
