European High-Performance Computing Joint Undertaking Call for Tenders for the selection of Artificial Intelligence Gigafactory Consortia and the establishment of Medium-Scale AI Gigafactories Please consult the procurement documents. This procedure is a multiple sourcing procurement envisaging the conclusion of 4 similar single framework contracts with multiple vendors to provide the requested services. FOREIGN SUBSIDIES REGULATION applicability: Any economic operator participating in this public procurement procedure where the value of the lot or the aggregate value of all the lots to which the tenderer applies is equal to or greater than EUR 125 million, shall notify the contracting authority of all foreign financial contributions of at least EUR 4 million per third country received in the last three years prior to the notification pursuant to Article 28(1)&(2) of Regulation (EU) 2022/2560, or they shall submit a declaration pursuant to Article 29(1) of Regulation (EU) 2022/2560 listing all foreign financial contributions received in the three years prior to the declaration and confirming that such contributions are not notifiable. When no foreign financial contributions were received in the last three years prior to the declaration, a declaration is still necessary to confirm that no FFCs were received. Deadline extended by 3 weeks following request from the European Commission This lot targets the establishment of 4 awarded consortia capable of deploying a medium-scale AI Gigafactory project each. More in detail, the specific objectives of this Call are as follows: - Selection of AIGF Consortia: Following a rigorous evaluation of the tenders by the EuroHPC JU with the support of independent experts, the Governing Board will make an award decision, establishing a ranked list of successful AIGF Consortia. - Procurement of Compute Access Time: To establish a framework for the joint acquisition of a guaranteed share of AI compute access time from the selected AIGF Consortia, formalised through the signature of a Framework Contract and a number of subsequent Specific Contracts with the successful AIGF Consortia. AIGF refers to state-of-the-art large-scale facility with sufficient capacity to handle the complete lifecycle, from development to large-scale inference, of very large AI models and applications, providing a supercomputing service infrastructure which is composed of AI-optimised computing capacity, a supporting data centre infrastructure including high-capacity storage and networking, dedicated secure cloud user access environments, and specialised secure AI-oriented support services for its advanced operations, all of which are supported by an environmentally sustainable infrastructure, in particular for energy and water supply systems. The procurement implementation considers maximum 18 months initial setup phase plus 5 years (60 months) when the AIGFs will be fully operational. This lot targets the establishment of 3 awarded consortia capable of deploying a large-scale AI Gigafactory project each. This procedure is a multiple sourcing procurement envisaging the conclusion of 3 similar single framework contracts with multiple vendors to provide the requested services. Selection of Artificial Intelligence Gigafactory Consortia for the establishment of Large-Scale AI Gigafactories Call for Tenders for the selection of Artificial Intelligence Gigafactory Consortia and the establishment of AI Gigafactories This procedure is a multiple sourcing procurement envisaging the conclusion of 7 similar single framework contracts with multiple vendors to provide the requested services. The evaluation process will lead to the selection of up to 7 consortia to be awarded the tender (4 for Lot 1 and 3 for Lot 2). A framework contract will be separately signed with each awarded consortium.
