Norvegia – Echipament maritim – Intention notice - Replacement of existing PLCs at matre research station.

Oslo tingrett The procurement will be carried out without a competition pursuant to PPR § 13-4 second paragraph letter b, as the service can only be delivered by Normatic AS for technical reasons. The existing control plant at the Norwegian Institute of Marine Research's research station in Matre is an operational critical and specially adapted system that controls and monitors, among other things, water level, water quantity, temperature, oxygen level, salinity, alarms and safety functions in four trial departments. The replacement must be carried out gradually while the existing and new PLCs function parallel to the same central processing system. This requires documented and verified interoperability between the PLCs and the other installations throughout the entire transition period. The work requires access to and in-depth knowledge about, among other things, the programming environment, configuration files, system documentation, communication interface and the specific control, alarm, history and security logic. Normatic AS has developed and configured the existing control system and therefore has detailed system knowledge about the system ́s structure, functions and dependencies. Another system integrator must map and re-establish this knowledge in a system that cannot be taken together out of operation. Due to the requirement for continual operation and a gradual transition, it is not considered to be able to carry out a technically and operationally justifiable risk level. Errors in the interaction between new and existing control equipment can lead to a loss of biological material and experimental animals, irreversible loss of research data as well as failures in critical safety functions. Complete or partial replacement of the control plant, postponement until the system can be taken out of operation or separate procurement of hardware/PLS's are considered, but are not considered reasonable alternatives or substitutes. Such solutions will involve major interventions, increased operational and implementation risk, a need for comprehensive new verification and risk for technical interface and shared responsibility in an operationally critical system. The lack of competition is, thus, not due to the Fact that the Norwegian Institute of Marine Research has artificially narrowed the terms of the procurement, but the technical and operational conditions of the existing, specially adapted system. price/quality Havforskningsinstituttet The Norwegian Institute of Marine Research, Research Station Matre, shall replace the existing programmable logical control units (PLCs) in the current control plant/operations control plant. The procurement includes the delivery and installation of the necessary PLC and hardware components, as well as programming, configuration, integration, testing, verification and commissioning of the new PLCs. The work shall be carried out gradually, without the entire plant being taken out of operation, and with the necessary cooperation between the existing and new PLSs in the transition period. The delivery shall be integrated with the existing control, alarm, history and security functions and shall ensure the continued stable and safe operation of four trial departments at the research station. The facility is used for research and trial activities where continuous regulation and monitoring of, among other things, water level, water quantity, temperature, oxygen level, salinity, alarms and safety functions are crucial for biological safety, research results and animal welfare. The contract applies from the signing of the contract to replacing, integration, testing, verification and commissioning of the new PLCs have been carried out and approved by the Norwegian Institute of Marine Research. The planned completion date is 31 December 2027.
