The procurement concerns a special service and is conducted as an open competition under the Norwegian Public Procurement Regulations Parts I and II, cf. section 8-3. All interested suppliers may submit a tender. The contracting authority reserves the right to hold a dialogue on one or more tenders, including clarifications and negotiations, but may award the contract without dialogue. The competition consists of a qualification assessment and an evaluation of tenders. The complete rules for the competition are set out in the document Rules for the Competition in the e-tendering system (KGV). The customer pays only for services actually ordered, delivered and performed. The services are priced in accordance with Appendix 4 Total Price and Pricing Provisions with annexes. The customer has no purchase obligation under the framework agreement. Conclusion of the contract is subject to final approval and sufficient funding. The supplier must hold a licence to conduct commercial security services under the Norwegian Security Services Act (Act of 5 January 2001 No. 1, vaktvirksomhetsloven). Documentation: copy of a valid licence. Foreign suppliers without such a licence: documentation of an equivalent licence in the state of establishment and confirmation that a licence under the Security Services Act will be in place before the contract is concluded. Guard and security services The procurement concerns personnel-based guard and security services at the customer's premises. The services do not include products, ICT solutions or buildings for which accessibility criteria in the technical specifications are relevant. Accessibility for the public and employees is ensured through the customer's buildings and routines. The Norwegian Police Joint Services (Politiets fellestjenester, PFT) will enter into a framework agreement with one supplier for guard and security services for the Norwegian Police. The agreement covers, among other things, reception services, stationary guarding, guard and alarm monitoring centre, escort services and mobile guarding, including during heightened preparedness. The supplier has a delivery obligation for customers in Oslo and Akershus and for the Norwegian Police University College in Stavern. Other units of the Police and the Norwegian Police Security Service (PST) may place call-offs on the agreement's terms and prices, without a delivery obligation for the supplier. The agreement excludes cash-in-transit, rental of drop safes and cash handling, and installation and servicing of alarm systems. The agreement runs for 2 years from the planned start on 09.03.2027, with an option to extend by 1 + 1 years, up to 4 years in total. The maximum value of the framework agreement is NOK 250 000 000 excluding VAT. The procurement is conducted as an open competition under the Norwegian Public Procurement Regulations Parts I and II (special services). Price (100 %) is the only award criterion. The framework agreement includes options related to the basic services, including guard and security services for the Norwegian Police Security Service (PST) in Oslo. The scope of the options is described in the procurement documents. For extension, see above. The supplier must have experience from comparable assignments. When assessing whether an assignment is comparable, emphasis is placed on assignments for public bodies, assignments for emergency preparedness organisations, assignments requiring security-cleared personnel, and contract value. Documentation: completed Annex B Reference Projects. Experience may be documented through the competence of personnel at the supplier's disposal who can be used for this assignment. Norwegian Police University College, Stavern Before the supplier receives Appendix 1 Annex 2 Basic Services and Options and Appendix 4 Annex 1 Price Form, the supplier must sign Annex C Confidentiality Declaration and send it to the contracting authority via the messaging function in the e-tendering system (KGV). Upon receipt, the contracting authority will send the relevant appendices. The supplier must have a quality assurance and management system for the services to be delivered. Documentation: a certificate issued by an independent body confirming that the supplier complies with quality assurance standards under ISO 9001 or equivalent, or a description covering, as a minimum, the supplier's procedures for handling deviations and complaints and the process from receipt and registration of orders until delivery to the customer. If documentary evidence for the qualification requirements is missing, the contracting authority may give the supplier a short deadline, normally 1 to 2 days, to submit or update it, cf. section 6.2.1 of the Rules for the Competition. The supplier must be registered in a register of companies, a professional register or a trade register in the state where the supplier is established. Documentation: Norwegian companies: certificate of registration (firmaattest). Foreign companies: proof that the company is registered in such a register in the state of establishment. Zero-emission vehicles are required as an absolute minimum requirement in the requirements specification (requirement A33). Climate and environment are not used as an award criterion. An absolute minimum requirement secures the climate and environmental effect regardless of which supplier is awarded the contract, whereas a weighted criterion could be outweighed by price. In addition, the procurement by its nature has an insignificant climate footprint and environmental impact, cf. section 5b third paragraph, as the services are personnel-intensive and vehicle use is limited to mobile guarding, escort services and call-outs. Notification of the award decision is sent to all suppliers simultaneously via the e-tendering system (KGV). The standstill period is at least 10 days after the notification is sent, and the contract will not be concluded before the standstill period has expired. Suppliers wishing to apply for an interim injunction must do so before the standstill period expires. Complaints may also be brought before the Norwegian Complaints Board for Public Procurement (KOFA). Certain deliveries under the framework agreement require security-cleared personnel. The requirement applies to contract performance, not to access to the procurement documents or to submitting a tender. The procurement is not security classified. Further information is given in Annex E Information on Security Clearance. The contractual relationship is governed by the framework agreement with appendices. Call-offs are made in accordance with the framework agreement and NS 8434:2008 with appendices. The contract contains conditions on climate and environment, human rights, pay and working conditions, use of apprentices and other social considerations, cf. sections 13, 14 and 17 of the framework agreement. Zero-emission vehicles are required. The planned start is 09.03.2027. Oslo tingrett The framework agreement may be used by the Norwegian Police and the Norwegian Police Security Service (PST). The supplier has a delivery obligation for Oslo Police District (including the Police Emergency Response Centre and the Enforcement Office), the National Police Immigration Service, the Police Joint Services in Oslo and Akershus, the Norwegian Police University College in Oslo and Stavern, Økokrim and PST in Oslo (option). Other units of the Police and PST may place call-offs on the same terms and prices, without a delivery obligation for the supplier. The contract contains conditions on human rights, pay and working conditions, use of apprentices and other social considerations, cf. sections 13, 14 and 17 of the framework agreement. The supplier must self-report pay and working conditions, cf. Annex 2 to the framework agreement. The contracting authority has an option to extend the framework agreement on the same terms by 1 + 1 years, giving a total possible agreement term of 4 years from the planned start. Price Climate and environmental requirements in the requirements specification The supplier must have sufficient economic and financial capacity to perform the contract, and an annual turnover of at least NOK 100 000 000 excluding VAT. The requirement is met if the turnover in the last reported financial year, or the average of the last three reported financial years, is at least NOK 100 000 000. A credit rating conditional on the provision of security is sufficient to meet the creditworthiness requirement. Documentation: credit rating based on the latest known accounts, issued by a licensed credit rating agency, and annual accounts for the last three reported financial years, or extracts showing the turnover. Price is evaluated on the basis of the prices in Appendix 4 Annex 1 Price Form. The evaluation sum is calculated by multiplying the stated unit prices by the estimated volumes in the price form. The contract is awarded to the tender with the lowest evaluation sum.
