The procurement is for hotel accommodation in a market that, through market dialogues, certification schemes and previous procurements, is considered mature in terms of climate and environmental work. The most important climate and environmental impacts are connected to energy consumption, water consumption, waste handling, cleaning and hygiene products, food waste, food service, consumables, disposable articles and transport. Market surveys and dialogue with suppliers, environmental certification schemes and other public contracting authorities show that many actors already work systematically with these areas. Climate and environmental requirements in the requirement specifications are therefore assessed to provide better climate and environmental effect than weighting climate and environment as the award criterion. By setting concrete and binding requirements, it is ensured that all tenderers fulfil a minimum level within, among other things, energy, water, food waste, climate and environmentally friendly food service, waste sorting, environmentally labelled products and reduction of disposable articles. The requirements are followed-up through reporting, control and sanctions during the contract period. It has been considered that the combination of these requirements gives a greater and more secure environmental effect than the use of award criteria, where environmental performance can otherwise be settled by price or other conditions.
