Accelerating the delivery of ambulances to Syria is a matter of saving lives, not merely shortening procurement timelines. Years of conflict and ongoing insecurity have severely damaged healthcare infrastructure, disrupted emergency services and limited access to functioning hospitals, leaving critically ill and injured patients particularly vulnerable. In response to the urgent request from the Syrian Ministry of Health, every day gained through earlier ambulance delivery creates additional opportunities to save lives. Accelerating the procurement process will help make these essential ambulances operational sooner, enabling timely emergency response, life-saving care during transport and faster referral to appropriate hospitals for patients whose survival may depend on immediate medical intervention. According to Article 160, Section 3 of the German Act Against Restraint of Competition (GWB), application for review is not permissible insofar as 1. the applicant has identified the claimed infringement of the procurement rules before submitting the application for review and has not submitted a complaint to the contracting authority within a period of 10 calendar days; the expiry of the period pursuant to Article 134, Section 2 remains unaffected, 2. complaints of infringements of procurement rules that are evident in the tender notice are not submitted to the contracting authority at the latest by the expiry of the deadline for the application or by the deadline for the submission of bids, specified in the tender notice 3. complaints of infringements of procurement rules that first become evident in the tender documents are not submitted to the contracting authority at the latest by the expiry of the deadline for application or by the deadline for the submission of bids, 4. more than 15 calendar days have expired since receipt of notification from the contracting authority that it is unwilling to redress the complaint. Sentence 1 does not apply in the case of an application to determine the invalidity of the contract in accordance with Article 135, Section 1 (2). Article 134, Section 1, Sentence 2 remains unaffected. 01 65760 [telefon eliminat] exg-mis-sanction allowed poi-exa none exg-mis-prep-confl required [telefon eliminat] exg-mis-distortion 1[telefon eliminat] exg-sitn-other supplies price 2026-10-16+02:00 gen-pub exg-sitn-as-susp 16 Kaiser-Friedrich-Straße 16 2026-10-20+02:00 32014L0024 slc-abil-ref-supply 1 2 exg-mis-bre-soc-law late-some 6 14:07:14+02:00 exg-crim-fraud non-restricted-document other eforms-sdk-1.13 exg-sitn-insolvency DE71A https://www.giz.de exg-mis-partic-confl 35 not-requ SomeTenderDocID1 work-cond [email eliminat] [email eliminat] a6eb84c2-f81b-4c29-a63c-0dc4e9bad8db slc-stand-to-spec-avg exg-mis-bre-lab-law 2.3 ted-esen open slc-abil-mgmt-supply [telefon eliminat] Eschborn exg-crim-part ORG-0003 body-pl-cga cn-standard ORG-0001 https://www.bundeskartellamt.de ORG-0002 exg-natl-bre-nat-law exg-crim-traffick [telefon eliminat] exg-crim-terror epo-notice SYR 201/2026 no-eu-funds exg-pmt-bre-tax be18a414-622c-4204-9db8-52f1392f8bdd 0204:994-DOEVD-83 https://ausschreibungen.giz.de/Satellite/notice/CXTRYYRDY6N1C51Y/documents 53113 2026-10-15+02:00 true Dag-Hammarskjöld-Weg 1 - 5 53119 ENG https://ausschreibungen.giz.de/Satellite/notice/CXTRYYRDY6N1C51Y no not-allowed gen-eq [telefon eliminat] exg-mis-misrepresent LOT-0001 LOT-0002 exg-sitn-liq-admin [email eliminat] exg-mis-misconduct exg-mis-bre-env-law epo-procurement-document 12:00:00+01:00 ••• ••• 90 vgv false exg-pmt-bre-ssc 2026-11-02+01:00 soc-obj exg-crim-laund hum-right 100 Bonn DAP Damascus, Incoterm 2020 performance 23:59:59+02:00 DEU 34114100 [telefon eliminat] exg-crim-corrpt DEA22
