Carlow County Council The High Court of Ireland Initial Contract(s) to be Awarded under the SOUTHEAST HOUSING FIRST PANEL For TENANCY SUPPORTS, PROPERTY SOURCING, INTAKE, HEALTH SUPPORTS and RELATED SERVICES The procedure adopted reflects the flexibility available in respect of social and other specific services under Title III of Directive 2014/24/EU and Part 3, Chapter 1 of the Regulations. The same principles will apply, as appropriate, to the award of further contracts under the Panel. The procedure involves the following stages: 1. Application Stage, including evaluation for admission to the Panel, ranking and the proposed award of Initial Contracts; 2. Negotiation Stage, where utilised; 3. Best and Final Offer (“BAFO”) Stage, where utilised; and 4. Awarding of Initial Contracts, including verification, clarification, optimisation, finalisation and allocation of the Initial Contract(s) For further information see the Panel Invitation. Extension of Initial Application Deadline Following the Initial Application Deadline as per the Panel Invitation and having regard to the number and nature of Applications received, the anticipated duration and requirements of the Initial Contracts and the need to secure appropriate competition and service coverage, the Contracting Authority may determine that it is appropriate to extend the Initial Application Deadline to permit further Applications to be submitted. Any decision to extend the Initial Application Deadline will be at the discretion of the Contracting Authority and may be taken where, for example, the Contracting Authority considers that the Applications received may not provide a sufficiently broad or appropriate basis for effective competition, adequate service coverage or the effective delivery of its anticipated requirements over the relevant contract period. Where the Initial Application Deadline is extended, the extended deadline will apply equally to all Applicants. Applicants that submitted an application by the original Initial Application Deadline may amend, supplement or replace their application and resubmit it by the extended deadline. No Applications will be evaluated for the purposes of determining admission, ranking or the award of Initial Contracts prior to the extended deadline. All Applications received by the extended deadline will be evaluated following its expiry on the same basis and in accordance with the procurement documents. The Contracting Authority may, where it considers this appropriate in connection with an extension, amend, clarify or supplement the procurement documents. Any such amendments, clarifications or supplementary information will be communicated in accordance with the applicable procurement procedures and Applicants will be afforded such additional time as the Contracting Authority considers necessary and/or as may be required by applicable law. Any extension will be notified through eTenders and/or such other communication channels as the Contracting Authority considers appropriate. The Contracting Authority may also publish an appropriate notice at EU level and may use the communication channels of the Contracting Authority and/or the Housing Agency to bring the extended opportunity to the attention of the market and encourage participation. Reopening of the Panel Following establishment of the Panel and the award of the Initial Contracts, the Contracting Authority may, where it considers that its requirements cannot adequately be met through the then-existing membership of the Panel, or otherwise where it considers this appropriate having regard to its requirements, reopen the Panel at intervals during its term to invite Applications from new providers. Where the Panel is reopened, existing Panel members will be notified, and the opportunity will be advertised in such manner as the Contracting Authority considers appropriate and in accordance with applicable procurement requirements. The Contracting Authority may, where applicable, publish an appropriate notice on eTenders and/or at EU level. Applications received as part of any reopening will be evaluated in accordance with the applicable procurement documents. A reopening may also result in a revised ranking of Panel members, where provided for under the procurement documents, and such revised ranking may apply for the purposes of the allocation and/or award of subsequent contracts under the Panel. For the avoidance of doubt, Applications received by the Initial Application Deadline, including any extended Initial Application Deadline notified by the Contracting Authority, will be eligible to be considered for initial admission to the Panel, initial ranking and the award of Initial Contracts. Applications received after the applicable Initial Application Deadline will not be considered as part of the Initial Application Process and may only be considered where and when the Contracting Authority subsequently reopens the Panel for further Applications European Dynamics S.A. However, it should be noted that this procurement process covers both the establishment of a Panel and the awarding of an initial contract or a number of initial contracts to meet the initial requirements under the Panel. The following services will be part of the initial contract(s) to be awarded under the Panel: i. Intensive Case Management (Visiting Support Team) ii. Ancillary Supports (Peer support and community integration) iii. Tenancy Sourcing and Delivery iv. Any other related services to meet the immediate requirement for current and projected Housing First tenancies for Southeast region as per the Panel Invitation. An initial contract/initial contracts to be awarded will be for a period of 3 years with the option to extend for a further four (4) periods of up to 1 year up to a maximum duration of seven (7) years in total for the initial contracts subject to annual, periodic, and other reviews, at the sole discretion of the Contracting Authority. The Housing Agency is facilitating this procurement process on behalf of the Waterford City and County Council as the Lead Authority for the Southeast region on behalf of Wexford County Council, Kilkenny County Council, Tipperary County Council, Carlow County Council and the HSE to establish a Panel for Tenancy Supports, Property Sourcing, Intake/Referral, Health Supports and related Services for the Housing First Programme in the Southeast Region.The Competition to establish the Panel is being conducted in accordance with Part 3, Chapter 1 of the European Union (Award of Public Authority Contracts) Regulations 2016 applicable to social and other specific services. Accordingly, the Competition is subject to the light-touch procurement regime applicable to such services. This regime will also apply to the award of contracts under the Panel. An initial contract or contracts will be awarded following establishment of the Panel, with provision for negotiation as part of the award process. The initial deadline for receipt of Applications as per the Panel Invitation will apply to facilitate the processing of applications for Panel membership, ranking of successful applications and the award of the initial contracts.
