Requirements for settled conditions. The chosen tenderer(s) shall have their tax and VAT payments in order. Documentation requirement • Tax and VAT certificate. A certificate shall be submitted which documents that the tenderer has paid taxes and VAT. The certificate can be ordered by a tenderer at Altinn - Certificate order. The certificate shall not be more than six months from the notification of the award of contract. The chosen foreign tenderers must provide certificates from authorities equivalent to the Norwegian authorities. Requirement for public certification The tenderer and any sub-suppliers who shall carry out cleaning services and the contract shall be certified as a cleaning company and registered in the Norwegian Labour Inspection Authority ́s register of certified cleaning companies. Documentation requirement Documentation of registration and certification from the Norwegian Labour Inspection Authority. Requirement for economic and financial capacity. Tenderers shall at least have a credit rating equivalent to A (or better) or an average annual turnover for the last three available fiscal years, which at least twice the estimated annual contract value. Documentation requirement Credit evaluation/rating, not older than six months, and which is based on the last known fiscal figures. The rating shall be carried out by an officially certified credit rating institution. For newly established companies, the requirement for rating credit is AN. Documentation requirement • Norwegian companies: Company Registration Certificate. Foreign companies: Proof that the company is registered in a trade or business register as prescribed by the law of the country where the tenderer is established. Tolletaten Quality assurance system requirements Tenderers shall have a functioning quality system for cleaning services, the system shall as a minimum include routines for quality control, HSE and handling of deviations. Documentation requirement Tenderers shall document fulfilment by presenting a valid certificate for ISO 9001 or equivalent. If a tenderer is not certified, he can document fulfilment by presenting a description of the quality management system. Oslo Tingrett The Norwegian Customs would like, via the procurement, to enter into a contract with one or several tenderers who can provide stable, professional and quality good cleaning services at the agency ́s locations for the entire Norway. The locations vary in size, geographical location, use, cleaning needs and security level. Tenderers must, therefore, be able to combine uniform management and quality assurance with the necessary local adaptations. It is particularly important that the tenderer has sufficient manpower, available work management and good systems for absence, temporary staff use and follow-up of geographically spreading locations.
