International PR Services for Helsinki Biennial and HAM Helsinki Art Museum Price will be compared on the basis of Annex 5 Price Form. The lowest comparison price receives 40 points; other tenders are scored as follows: lowest comparison price / tenderer’s comparison price × 40. See further information on annexes 0A ja 0B. The contract shall be valid for a fixed term of two (2) years. After the fixed-term contract period, the Contracting Authority shall have the right to extend the contract by two (2) option years. The decision to exercise the option years shall be made no later than three (3) months before the end of the fixed-term contract period. Quality evaluation Quality consists of two criteria: Responsible Key Person, 20 points; and Proposed Approach and Team, 40 points. Hansel Oy (Hilma) Comparison price Law on public procurement and concessions (Act on Public Procurements) (1397/2016) The objective of the procurement is to obtain high-quality international public relations and media relations services for HAM Helsinki Art Museum (HAM), with a particular focus on strengthening the international visibility and profile of Helsinki Biennial and HAM. The services include strategic planning and implementation of international PR activities, international media relations, media outreach, and related advisory services. The target regions are Europe, North America, and Asia. The assignment comprises both project-based services and ongoing advisory support, with the scope and volume of the services expected to vary during the contract period.The subject matter of the procurement and the applicable requirements are described in detail in Annex 1 Service Description. The Market Court The estimated value of the procurement exceeds the national threshold but does not exceed the applicable EU threshold for public service contracts. The procurement is therefore subject to the national provisions of the Act on Public Procurement and Concession Contracts (1397/2016). The procurement notice will also be published voluntarily at EU level. The procurement will be conducted as an open procedure. All interested tenderers may submit a tender in accordance with this invitation to tender and its annexes. The stages of the procedure are as follows: The Contracting Authority shall: 1.open the tenders; 2.review the responses concerning the tenderer’s suitability; 3.review the tenders for compliance with the invitation to tender; 4.carry out the comparison of tenders; 5.select the best tender; 6.request and review the certificates and clarifications concerning suitability from the tenderer who submitted the best tender; 7.make the procurement decision and notify all tenderers thereof; and 8.enter into a procurement contract with the winner. A tender that does not meet the applicable mandatory requirements may be excluded from the tendering procedure. The procurement contract shall only be formed upon signature of a written contract. Tarjoaja, joka ei täytä soveltuvuusvaatimuksia, suljetaan hankintamenettelystä pois. Hankintasopimus syntyy vasta kirjallisen sopimuksen allekirjoittamisella. Katso tarkemmat tiedot liitteistä 0A ja 0B. Hankinnan tavoitteena on hankkia HAM Helsingin taidemuseolle (HAM)  korkeatasoisia kansainvälisiä PR- ja mediasuhdepalveluja. Erityisenä tavoitteena on vahvistaa Helsinki Biennaalin ja HAMin kansainvälistä näkyvyyttä ja tunnettuutta. Palveluihin sisältyvät kansainvälisen PR-toiminnan strateginen suunnittelu ja toteutus, kansainvälisten mediasuhteiden hoitaminen, mediayhteistyö ja median tavoittaminen sekä näihin liittyvät asiantuntija- ja neuvontapalvelut. Palvelujen kohdealueita ovat Eurooppa, Pohjois-Amerikka ja Aasia. Toimeksianto käsittää sekä projektikohtaisia palveluja että jatkuvaa asiantuntija- ja neuvontatukea. Palvelujen laajuuden ja määrän arvioidaan vaihtelevan sopimuskauden aikana. Hankinnan kohde ja sitä koskevat vaatimukset on kuvattu yksityiskohtaisesti tarjouspyynnössä ja sen liitteissä. Vertailuhinnan laskeminen on kuvattu tarjouspyynnön liitteellä 5. Halvimman vertailuhinnan tarjous saa 40 pistettä, ja muiden tarjouksien pisteet lasketaan kaavalla (halvin vertailuhinta/tarjouksen vertailuhinta)*40. Laki julkisista hankinnoista ja käyttöoikeussopimuksista (Hankintalaki) (1397/2016) Vertailuhinta Sopimus on voimassa määräaikaisena kaksi vuotta, jonka jälkeen hankintayksikkö voi jatkaa sopimusta yhdellä kahden vuoden optiokaudella. Option käyttämisestä päätetään viimeistään kolme kuukautta ennen varsinaisen sopimuskauden päättymistä.
