General Objective: Technical and scientific support in monitoring the Resilient Puna project indicators to measure project impacts as indicated in its logical framework. Quantify and generate evidence of the multiple benefits (social, economic, and environmental) of ecosystem-based adaptation measures implemented by communities, producer associations, and/or cooperatives that have been financed by the Puna Facility, the financial mechanism of the Resilient Puna Project. The contractor provides technical/consulting support to the project through the activities of Work Package 2: Management, transfer and analysis of information and results. This includes among others in WP 1 a Georeferenced database of monitored variables of the monitoring sites (community and complementary points of field researchers) and the organization of training workshops, in WP 2 the promotion of scientific research linked to the measurement of the impact of EbA measures in the high Andean zone, involving 10 master's and/or doctoral researchers from the project's regions in the process of data collection and analysis for the project's indicators and the indicators prioritized by the communities. For this purpose, alliances with the universities of Cuzco, Puno, Apurimac, Arequipa and Lima should established by the contractor. In WP 3 among others a methodological proposal to measure the reduction of greenhouse gas emissions in the Puna ecosystems as a consequence of the implementation of AbE measures and a study based on the results of the two pilots evaluated in the scope of two local initiatives, with proposals to improve the parameters in the Ex act methodology based on the analyzed data.

Brief information about the project The Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) GmbH is implementing the project "Resilient Puna: Ecosystem-based adaptation for communities and sustainable high Andean landscapes in Peru". The project is financed by the German cooperation (BMZ), the Green Climate Fund (GCF) and the Canadian Cooperation (GAC), in addition to the counterpart of the Peruvian government. The project works with the Ministry of Agrarian Development and Irrigation (MIDAGRI), Profonanpe (Peru's environmental fund), the National Service of Natural Areas Protected by the State (SERNANP) and The Mountain Institute (IdM). The "Resilient Puna" project contributes to restoring, conserving and better managing the ecosystem of the Peruvian puna. To this end, it promotes ecosystem-based adaptation (EbA) measures, which serve to make agriculture, livestock and communities more resilient to climate change in the prioritized districts of the departments of Arequipa, Cusco, Puno, Lima (Yauyos) and Apurimac, and its promote their active and equitable participation in agricultural and livestock value chains. It also supports the establishment of a long-term financial mechanism for communities to restore wetlands, grasslands and water reservoirs. Finally, the project aims to align and leverage public and private financing for EbA measures and Climate Resilient Value Chains and incorporate EbA approach in different multilevel public instruments, also considering the mainstreaming of gender, intergenerational and intercultural approaches. The project activities are organized into three components: - Component 1: Puna ecosystems are better restored, conserved, and managed to support climate-resilient livelihoods, through the implementation of EbA measures. - Component 2: Public and private investments aligned and leveraged to scale EbA measures. - Component 3: Multilevel territorial governance for the incorporation of EbA measures. According to the intervention logic proposed by the Resilient Puna project, through component 1, communities will receive funds to implement Local Initiatives that consist in integrating EbA measures into value chains (e.g Andean crops and camelids) to make them more resilient. These communities will conform Community Monitoring Committees that will set up a baseline, and they will collect information the measure the impact of the EbA measures. - During workshops, exhibitions, forums, presentations and other events to be carried out as part of the consultancy, parity must be ensured both in panels and attendees, with a minimum of 30% of the underrepresented gender. - Ensure the active participation (attendance, proposals, decision-making) of women (Quechua-speaking and of various ages) throughout the data collection and analysis process, considering methodologies that promote this. For example, distribute women and men of different ages to ensure the collection of differentiated perspectives. - The project works in "indigenous" areas and with farming communities. This requires a safeguards risk rating of B. The project documents published by the GCF for FP226 must be respected here . o- The design and implementation of activities under the contract will be framed in a context-sensitive and conflict-prevention approach, recognising the socio-economic and cultural diversity of the region. - Prioritise bilingual local researchers (Quechua and Spanish) and/or use local translators.
