For the evaluation of the sub-criteria the below should be enclosed: A solution description which in detail describes the proposed solution and demonstrates how and to which degree the specifications set out in: • Cyber security documentation requirements for components at Energinet stations doc. no 23/03591-26 are fulfilled. • Cyber security functional requirements for components at Energinet stations doc. no 23/03591-27 The Tenderer must in addition fill out “Template - Cyber security requirements for components at Energinet stations” doc. No. 23/03591-30. The tenderer should be thorough and precise when describing the solution, as any insecurities and discrepancies may affect the evaluation. Any deviations regarding Cyber security should be listed in the Clarification List in the spreadsheet marked “Cyber security” (doc. no. 23/03591-17). If the tenderer is offering a cloud-based solution the tenderer should include any deviations to the attached documents: • Functional Cyber security requirements for SaaS - Cloud based services doc. no 23/03591-28 • Non-functional Cyber security requirements for SaaS - Cloud based services doc. no 23/03591-29 Any deviations regarding (cloud-based) Cyber security should be listed in the Clarification List in the spreadsheet marked “Cyber security” (doc. no. 23/03591-17). The proposed deviations to the Cyber Security requirements in doc. no 23/03591-27, doc. no 23/03591-28 (only for cloud-based solutions) and doc. no 22/02125-29 (only for cloud-based solutions) should be explained in detail especially considering to which degree the solution fulfils the specifications and explanation as to why the deviation is made. Further, please note that the elements marked in yellow in: Functional Cyber security requirements for SaaS - Cloud based services doc. no 23/03591-28 are mandatory, cf. section 2.7.1 of the present Tender Conditions, and therefore are not included in the evaluation. The evaluation will be based on the submitted Cyber Security solution description in relation to scope and complexity and the extent to which the tenderer describes a project specific Cyber Security solution in accordance with the Contracting Authority’s specifications, cf. Cyber security documentation requirements for components at Energinet stations doc. No. 23/03591-26. Further the evaluation will be based on the extent to which the tenderer’s submitted solution complies with the Contracting Authority’s specifications: • Cyber security functional requirements for components at Energinet stations doc. no 23/03591-27 Cloud based services: • Functional Cyber security requirements for SaaS - Cloud based services doc. no 23/03591-28 (only for cloud-based solutions) • Non-functional Cyber security requirements for SaaS - Cloud based services doc. no 23/03591-29 (only for cloud-based solutions) All deviations will be included in the evaluation of the sub-criterion "Cyber Security”, and it is noted that any deviations may lead to a reduction to the score depending on the content, clarity, and consequence. The tenderer should include a detailed HSE-setup and RAMS (Risk Assessment and Method Statements) specifically for the tendered assignment, including detailed descriptions of risk management, on-site supervision, inspections and audits, HSE-accident and incident case handling, assuring a proactive HSE-culture. It is expected that the HSE setup and RAMS will include: • Risk assessments for the scope of work. • Identification of the top 5 (five) HSE-risks and mitigation actions • Method statements • Organization on site to ensure efficient supervision • Description of planned inspections and audits • HSE-accident and incident case handling including identification, mitigation, and investigation • Interface management regarding HSE tasks • Description of accessibility to inspection and maintenance equipment necessary during operation Activities to ensure a proactive HSE-culture on the construction site The Contracting Authority will evaluate the proposed “Health, Safety and Environment in Delivery” based on the submitted HSE-set-up. It will be evaluated positively that the tenderer submits a proactive and detailed HSE-setup and RAMS for this specific assignment which - considering the complexity and scope - especially concerning: • How risk assessments for the scope of work (health and safety) are conducted to ensure that risks are eliminated rather than mitigated • Identification of the top 5 (five) HSE-risks for the scope of work and the mitigating actions. • Method statements which are relevant, safe to work by and show knowledge of the scope of work, especially considering working at heights, heavy loads and installation works. • How organization on site is structured to ensure efficient supervision. • How inspections and audits are planned considering the complexity and scope of the assignment. • How HSE-accident and incident case handling are conducted considering the complexity and scope of the assignment, including identification, mitigation and investigation. • Interface management towards subcontractors (if any) Management of competencies, including statutory training and foreign contractor’s management of recognition of qualification/training • How easily displays and dials regarding operational inspections and maintenance are reached without use of ladders and platforms • How contractor will work with implementing a proactive HSE-culture on the construction site An overall evaluation will be made of this sub-criterion.
For the evaluation of the sub-criteria the following should be enclosed: A technical solution description which in detail describes the proposed solution (including de-sign, components, processes, tools to be used etc.) and demonstrates how and to which degree the competitive specifications as set out in: Technical Specifications – Substation 145 kV GIS – Gas Insulated Switchgear doc. no 23/039591-1 and Data list – 145 kV GIS for substation ØLS doc. no 23/03591-2, are fulfilled. The tenderer should be thorough and precise when describing the technical solution, as any insecurities and discrepancies may affect the evaluation. Further, please note that the elements marked in yellow in: Technical Specifications – Substation 145 kV GIS – Gas Insulated Switchgear doc. no 23/03591-1 are mandatory, cf. section 3.7.1 of the present Tender Conditions, and therefore are not included in the evaluation. The evaluation will be based on the submitted technical solution description in relation to scope and complexity of the tendered assignment cf. Technical Specifications – Substation 145 kV GIS – Gas Insulated Switchgear doc. no 23/03591-1, Data list – 145 kV GIS for sub-station ØLS doc. no 23/03591-2. It will be evaluated positively to what extent the tenderer’s proposed solution is relevant detailed, project specific, ensures a high level of performance, sustainability, demonstrates a high level of ability to identify relevant activities and challenges and proposes appropriate and project specific methods, tools and processes for managing such. In this context, the elements listed below are of particular importance: • Maintenance (cf. section 4.3 Maintenance, Data list – 145 kV GIS for substation ØLS doc. no 23/03591-2) will be evaluated positive if tenderer can document low maintenance costs combined with short outage time and extended time between maintenance intervals. Furthermore, a solution that gives the Contracting Authority easy access, overview and operation during daily operation will be evaluated positively. • Project specific description which provides information and procedure for; the Factory Acceptance Test (cf. section 7.2 Testing), Site Acceptance Test (cf. section 7.2 Testing), Technical data (Data list – 145 kV GIS for substation ØLS doc. no 23/03591-2) and documentation according to section 9.1 Documentation in Technical Specifications – Substation 145 kV GIS – Gas Insulated Switchgear doc. no 23/03591-1 provided with the tender, especially concerning: o General arrangement drawing o Single line diagram o Gas schematic diagram o List of special tools or fixtures required for installation, testing, maintaining and operating the equipment o Environmental guide for handling and decommissioning of Gas Insulated Switchgear media o Estimated time schedule for engineering, installation and commissioning cf. “Time and Payment schedule” doc. no. 23/03591-10. A minimum score of 4 must be achieved, cf. sub-section 3.7.1. An overall evaluation will be made of the sub-criteria Technical solution.
